Is being a democracy the same as having elections?
“In a modern democracy, people must choose their representatives” said Nick Clegg in his speech introducing the Coalition’s Draft Bill and White Paper on House of Lords reform. Yet research shows that people in fact value effective function over elected form.
Democracy is a more textured thing than the mere act of voting. Can the House of Lords be reformed in such a way as to become more democratic in function rather than merely in formation?
